House Bill 15-1050: Repeal Background Check and Fee for Private
Firearm Transfer (GOOD) by Representative
Joshi and Senator Woods.
The bill repeals the requirement that before any person who
is not a licensed gun dealer transfers possession of a firearm to a
transferee, he or she must require that a criminal background check be
conducted of the prospective transferee and must obtain approval of the
transfer from the Colorado bureau of investigation (CBI). The bill repeals the
requirement that CBI impose a fee for performing an instant criminal

House Bill 15-1086: Requiring the Colorado Bureau of
Investigation to Facilitate Lawful Transfers of Firearms by Timely Producing
Certificates for Transferees (GOOD)
by Representative P. Neville and Senator T. Neville. For transfers of
machine guns, destructive devices, and certain types of firearms, federal law
requires prospective transferees, in addition to submitting to a criminal
records background check, to acquire a certificate from a law enforcement
entity, which certificate states that: (1) The certifying official is
satisfied that the fingerprints and photograph accompanying the application
are those of the applicant; and (2) The certifying official has no information
indicating that the receipt or possession of the firearm or device would place
the transferee in violation of state or local law or that the transferee will
use the firearm or device for an unlawful purpose.
The bill states that if a prospective transferee requests such a certificate from the Colorado bureau of investigation, then not later than 5 days after receiving the request, the director of the bureau, or his or her designee, shall either: (1) Produce the certificate and transfer it to the possession of the prospective transferee; or (2) Deny the certificate and provide the prospective transferee a written explanation of why the certificate was denied and an opportunity to provide additional information relating to the reason for the refusal. House Bill 15-1127: Reducing Civil Liability for Businesses that
Permit the Carrying of Concealed Handguns (GOOD)
by Representative Klingenschmitt and Senator Garcia. An owner or
operator of a place of business that makes its premises available to the
public is not liable for damages in any civil action that are alleged to have
occurred as a result of the place of business adopting a policy that allows
the carrying of a concealed handgun by a person who possesses a permit to do
so.

Concealed Handgun Permit to Substitute as an Otherwise Required Criminal

The bill allows a person who legally
possesses a handgun under state and federal law to carry a concealed handgun
in Colorado. A person who carries a concealed handgun under the authority
created in the bill has the same carrying rights and is subject to the same
limitations that apply to a person who holds a permit to carry a concealed
handgun under current law, including the prohibition on the carrying of a
concealed handgun on the grounds of a public elementary, middle, junior high,

With certain exceptions, current law limits the authority
of a person who holds a valid permit to carry a concealed handgun by
prohibiting permit holders from carrying a concealed handgun on public
elementary, middle, junior high, and high school grounds. The bill removes
