Colorado Senate Democrats submitted a late bill in the 2001 Colorado Legislative session that would ban the transfer of a handgun to anyone who is 18 years old and under 21. (See our 2001 Legislative status page for more info on the bill.) Proponent of the bill, SAFE Colorado Co-Founder John Head, claimed that Colorado Governor Owens supported this bill. The following letter states that he does not:
